Dr. Rasim studied at Cerrahpasha Medical Faculty of Istanbul University from 1993 to 2000.

Between 2003 and 2009, he did a residency at the Department of Neurosurgery of the Medical Faculty of Marmara University in Istanbul.

In 2012, he took an advanced course in Oncology at the Oncological Department of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku.

He worked as an assistant neurosurgeon at the Department of Neurosurgery of the Medical Faculty of Marmara University in Istanbul from June 2003 to February 2009.

Between 2009 and 2011, he worked as a neurosurgeon at the Central Hospital of Azerbaijan State Customs Committee.

Between 2011 and 2014, he worked as a neurosurgeon at the National Center of Oncology.

He has been Head of the Department of Neurosurgery of the National Center of Oncology since 2014.
