Professor Aflatun studied at the Medical-Prophylactic Faculty of Azerbaijan Medical University named after N.Narimanov from 1960 to 1966. 

He worked as a feldsher at the Department of Surgery of the Baku City Emergency Hospital from 1963 to 1966.

He did a residency at the Department of Surgery in the Republic Hospital named after Academician M.A. Mirgasimov in Baku between the years of 1966 and 1968. 

Between the years of 1968 and 1971, he received a postgraduate education at the Department of Thoracic Surgery of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku.

In 1971, he defended a Philosophy of Doctor thesis on the topic “Bronchological research methods in different lung disease”.

He attended various courses on surgery held in Baku, Moscow, Leningrad between 1971 and 1975.

He was Head of the Department of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku from 1972 to 1974.

From 1976 to 1978, he was Head of the Department of Surgery of the Military Hospital in Ethiopia, Addis Ababa.

He worked as a Head of the Department of Surgery of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku between 1978 and 1980. 

He worked as a Head of the Department of Traumatology of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku from 1980 to 1983.

From 1983 to1987, he did a Doctoral training at the Saint-Petersburg Advanced Training Institute for Doctors in Russia.

He was an assistant, Associate Professor, Professor at the Department of Oncology of Azerbaijan State Advanced Training Institute for Doctors named after A. Aliyev in Baku between 1989 and 1990.

In 1989, he defended a Doctoral thesis on the topic “Mycoses of lungs” in the Central Pulmonology Institute.

He worked as a Head of the Department of Oncology of the National Center of Oncology from 1990 to 1993.

From 1993 to 2003, he was Professor of the Department of Oncology of the National Center of Oncology.

He has been Professor of the Departament of Abdominal Oncology of the National Center of Oncology since 2003.

Over 263 scientific papers have been published. Professor Aflatun is an author of 22 methodical recommendations, 6 rational proposals and “A new surgical organ–preserving method in breast cancer I – II stages”.

Under his guidance 6 people defended dissertations for the degree of Doctor of Philosophy in Medicine.
